Membership in the National Guard is Required: This is an Excepted Service position that requires membership in the Washington National Guard as a condition of employment. This position is in the Federal Service under the authority of 32 U.S.C. 709

Area 1 : In-Service Excepted - All permanent Washington Army National Guard Excepted bargaining unit civil service employees, and members with excepted technician re-employment rights to the Washington Army National Guard.

Area 3 : In-State Excepted - All participating members of the Washington Army National Guard, including in-service technicians that are not covered by the bargaining unit, and indefinite employees.

Must maintain membership in the WA ! National Guard for continued employment. DUTIES:

Major Duties:
This position is located in the
Military Personnel Office (MILPO) of the Army National Guard. The purpose of this position is to
serve as the final reviewer and procedural authority of personnel actions
submitted to the MILPO by lower echelons. Work is to be performed in one or more of the following work
areas: Officer or Enlisted Personnel Management (OPM, EPM); Retirement Points
Accounting Management (RPAM); Selected Reserve Incentive Program (SRIP);
Montgomery G.I. Bill; MOS Medical Review Board (MMRB); Line of Duty (LOD)
investigations; and Standard Installation and Division Personnel System
(SIDPERS). Serves as a final reviewer of actions, which may include but are not
limited to: accessions, promotions, transfers, boards, promotion eligibility;
retirement eligibility; and actions that affect eligibility of educational or
incentiv! e benefits as well as sensitive, complex cases, which involve:
alle! gations of inequitable, prejudiced, or similar treatment (e.g. issues of
fraudulent enlistment or assignment; removal of military member from active or
inactive status). Researches and obtains all
necessary relevant information regarding cases and issues and provides
explanations and interpretations of rules, regulations, procedures, and
requirements pertaining to actions taken or recommended. Provides support to
maintain a variety of automated systems used to manage service members both
locally and statewide. Participates in unit Soldier Readiness Processing (SRP)
for those units whose service members are being mobilized to active duty.
Performs other duties as assigned.

QUALIFICATIONS REQUIRED:
General Experience:
Work performing clerical, assistant, or
technical work which requires knowledge of the procedures, established
guidelines, and techniques involved in carrying out the work of the
orga! nization. Administrative or clerical experience, education or training
which demonstrates the candidate's ability to perform the duties of the
position. Experience using computer and automation systems.

Education Requirements:
High School Diploma or GED

Applicants need not be assigned to the position or possess the MOS to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain MOS within 1 year of appointment action (TPR 303 2-1).

Specialized Experience:
GS-06 level must have at least 9
months experience, education, or training that provided knowledge of general
office work which may include but not limited to: answering telephones,
receiving and distributing mail and maintaining records. Experience following
oral or written instructions to accomplish work. Experience establishing and
retrieving files and information. Experience ! using common computer software
designed for word processing.
Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics). NOTE: You do not have to respond to the KSA's separately but your resume should contain sufficient information to demonstrate possession of the KSA's.

Knowledge
of the overall requirements, objectives, practices, and peculiarities of the
assigned program area sufficient to advise lower graded personnel or lower
echelons on assigned actions or cases.

Knowledge of military personnel
administration and related policies, regulations, and procedures; ability to
interpret and apply regulations and precedents to perform a complete review of
records and case documentation; and ability to identify discrepancies and
provide recommendations or alternatives to situations encountered.

Knowledge of
requirements for proposed action to ensure that documentation is correct and
sufficient and that all l! evels of legal, medical, and administrative review are
complete.

Ability to deal
cooperatively with others to obtain needed information, to complete required
case processing, and to explain decisions or recommendations to interested
parties.

Skill in
compiling information and preparing reports.

Ability to plan and organize work.

Knowledge of
military organizational structures, protocol, and similar matters.

OTHER INFORMATION:
1. Technicians are paid through direct deposit/electronic funds transfer.

2. Males born after December 31, 1959, must be registered with the Selective Service Systems to be employed by the Federal Government.

3. Military Technicians are ineligible for enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these incentives.

4. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.

5. VeteranÂ's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709 (f).

6. All new technicians are subject to a one year trial/probationary period IAW 32 USC 709.

All soldiers, ci! vilian employees and contractor employees who drive Army-owned or leased vehicles must complete the Army Avoidance Course (AAC) training when they start working for the Army. Must have a valid Washington state and military driver's license. Must be able to obtain a Government Travel Card (GTC) and be able to attend all schools deemed necessary by the supervisor.

An employment physical may be required within 90 days of employment per OSHA regulation and NGB* *this physical will be used to determine fitness and eligibility for continued employment.
