Job Summary:
Under general supervision; receives emergency and police calls, obtains pertinent information from the caller and routes electronic data to a central dispatch center for police/emergency response; provides assistance to the public on processes and information relating to police, criminal, and license information as appropriate; makes determinations on the eligibility for specific licenses in a law enforcement setting, performing criminal records checks, updating and verifying the accuracy of computerized case files, and responding to related requests for information.

Essential Functions:

Receives and monitors 10-line phone system for multiple police dep artments. Identifies caller problem; determines whether police response is necessary or transfers call as appropriate. Prioritizes calls using judgment based on policies, procedures, and related training. Enters emergency data into central computer for electronic routing to dispatch center for police response. Maintains calm and reassuring manner with callers during emergencies. Remains on the line with the caller while relaying ongoing data to dispatch center to ensure the safety of officers and affected parties. Provides emergency information to the public during natural disasters or inclement weather.

Serves the public on the counter and by phone to provide information as appropriate on concealed pistol licenses, handgun purchase, domestic no-contact orders, civil restraining orders, traffic infraction status, fees for service, supplemental information for detectives, vehicle impounds and repossessions, fingerprints, police records availability and taxi cab licen ses.

Provides customer service at the front counter, including taking incident reports, entering data of incident reports and citations, processing initial paperwork for a variety of licenses, releases, and reports. Receives, logs, tags and files property. Accepts payment for a variety of licenses and renewals, fingerprinting services, record checks, and traffic infractions. Performs data entry of reports, supplements to reports, traffic infractions and criminal citations, including coding reports. Transcribes recorded statements, confidential internal investigations, investigative reports and polygraph reports in primary or back-up capacity, depending upon position assignment. Determines individual eligibility for concealed weapons permits, including keeping up-to-date on related laws, and conducting federal, state and local criminal background investigations; sends standard denial letter to applicant, Department of Licensing, and dealer as appropriate. Receives mo nthly reports on stolen items and missing or wanted persons; cross-checks computer data and contacts victim to verify accuracy; updates computer information as necessary. Updates final criminal citation data into computer; maintains accurate criminal history records. Runs local arrest records and provides conviction information to the local housing authority to determine housing eligibility; requests specific conviction information in person and completes disclosure request paperwork and letter as necessary. Provides accident reports and summation of officer report to requesting insurance agencies, including researching data, summarizing report, and collecting service fees. Receives court orders, including no contact, anti-harassment, and protection orders; enters condition data into police and state computer systems. Determines taxicab applicant eligibility, including collecting fees, fingerprinting, and checking local and Department of Licensing records. Provides administr ative support to training officers, including making travel arrangements and maintaining training records, and notifying others as appropriate.

Operates a typewriter, word processor, personal computer, FAX machine, calculator, dictating equipment, cash register, teletype, computer terminal, two way radio, copy machine, dedicated printers, recorders or other similar equipment in performing the duties of the position.

May be required to assist or monitor the search of persons in custody or visitors entering the detention facility; maintain records, process booking files, and assist in emergent situations with any other custodial duties associated with in-custody care of prisoners.

Requires regular and reliable attendance.

Performs other related duties as assigned.

Knowledge of general office practices and procedures; of modern secretarial practices, as required by the position; of basic arithmeti c; of the basic principles and practices of clerical accounting and bookkeeping as required by the position; possess skill in working with people, some who may be upset, angry or frightened; make independent decisions regarding the disposition of calls for assistance. Ability to perform basic arithmetical computations; to perform varied clerical tasks; to perform touch-keyboarding or touch-typing work at an acceptable level, as required by the position; ability to assimilate information and apply laws, codes, guidelines, directives, policies, and procedures in coding and entering data and calls for service; to meet and deal with the public in a pleasant and courteous manner, and at times, under stressful situations; to understand and apply guidelines to varied operational requirements; to operate equipment, associated with the position, in a proper manner. Ability to bend, stoop and lift property weighing up to 50 pounds; sit at keyboard for long periods of time.

PHYSICAL DEMANDS:

Work is performed primarily in an office environment while sitting at a desk or computer terminal for extended periods of time or while standing for a period of time. Occasionally needs to move inside the office to access file cabinets, office machinery, etc. Constant use of both hands in reaching/handling/ grasping/fingering while performing duties operating on computers. Occasional heavy work includes lifting and carrying up to 50 pounds. Occasionally ascends/descends stairs and ladders while maintaining balance. Constant use of all senses including feeling/talking/hearing/seeing while performing duties and while communicating with co-workers, general public and completing all tasks as assigned. May be exposed to insects, noxious odors, fumes, or chemicals, solvents, bio-hazards, and/or bloodborne pathogens. Frequent kneeling/bending/ crouching/crawling/reaching/walking. May work in remote locations or in noisy work area. Must be able to dis tinguish color and maintain long-term and short-term memory. UNUSUAL WORKING CONDITIONS:

Police Service Specialists are required to wear department uniforms. Some positions come in contact with the public or prisoners who may be irate, upset or disturbed. Work schedules may include shift work, including weekends and holidays. Occasional extension of the work day to cover for shortages in personnel or to meet deadlines. May be exposed to property which may be soiled from crime or bug infestation. May be required to assist with detention duties. May be required to testify in court.

  • You have ever manufactured, sold, offered to sell, distributed, or transported for sale any illegal drugs/narcotics.
  • You have been convicted of any crime involving false swearing.
  • You have been dishonorably discharged from the armed services.
  • You do not successfully pass a Department polygraph or you cannot be certified medically by Department physicians.
  • You have been convicted of a domestic violence related crime, which precludes you from possessing a firearm.
  • You falsify any information on your application or within any other component of th e hiring and screening process.

DRUG USAGE - MINIMAL GUIDELINES

The City of Yakima will use the following guidelines for rejection of public safety applicants. Additional screening criteria will also apply. Background Checks and Polygraph Examinations will be conducted on successful candidates.
ANY USE OF ILLEGAL DRUGS FALLING UNDER THE FOLLOWING CATEGORIES WILL RESULT IN REJECTION.
  • Any illegal drug use within the last year.
  • Injection of amphetamines/methamphetamine.
  • Use of opiates/narcotics (heroin, morphine, etc.) or abuse of prescribed opiate/narcotics.
  • Use of cocaine over five times regardless of time frame. Any injection of cocaine
  • Par ticipating in the manufacture, selling, offering to sell, distribution or transporting for sale any illegal drugs/narcotics, regardless of the time frame.
  • Use of any illegal drugs after submitting an application with any law enforcement agency within the last five years.
  • Use of non-prescribed oral or injectable steroids over five sequences/cycles within the last two years.
  • Use of illegal drugs while employed by a law enforcement agency regardless of the time frame.
  • Use of Marijuana/Hashish over 15 times
ANY USE OF THE FOLLOWING ILLEGAL DRUGS WITHIN THE PAST TEN YEARS WILL RESULT IN REJECTION.
  • Use of hallucinogenic drugs (mushrooms, LSD, PCP, etc)

ANY USE OF THE FOLLOWING ILLEGAL DRUGS WITHIN THE PAST FIVE YEARS UNDER THE FOLLOWING CRITERIA WILL RESULT IN REJECTION.
  • Use of amphetamines/methamphetamine over five times
  • < li>Swallowing/sniffing/smoking illegal amphetamines or methamphetamine one time.
  • Use of crack cocaine one time.
  • Use of free-based cocaine/paste one time.
