DUTIES:
This position is located in the Pharmacy Service of the Jonathan M. Wainwright Memorial VA Medical Center in Walla Walla, Washington. As a Supply Technician, you will serve as the purchasing agent for the service with the responsibility for managing, coordinating, controlling and purchasing a wide variety of medications and non-drug supplies required to support the service. Duties include, but not limited to, the following:
- Plans, manages and controls inventory transactions;
- Executes proper medication inventory adjustments;
- Coordinates recalls and completes computer data for hazardous recalls and alerts;
- Coordinates the vendor returns program to ensure maximum return on expired or damaged medications;
- Reviews, analyzes and follows up on delinquent delivery reports, back order reports, outdated inventory reports, inventory balance reports and 90-day inactive reports;
- Serves as point of contact for providers and other staff relating to non-drug supply items;
- Processes computerized invoice data from vendors;
- Maintain a complete and accurate procurement accounting;
- Reviews and modifies information prior to inputting into the database to ensure conformance to established protocol.

QUALIFICATIONS REQUIRED:
EXPERIENCE:
Candidates must have one year of specialized experience equivalent to the next lower level in Federal Service.
Specialized experience is defined as experience that has provided the applicant with the particular knowledge, skills and abilities to perform successfully the duties of a Supply Technician. Examples of qualifying specialized experience are: performing supply/inventory management work in a pharmacy or health care setting; using office automation equipment and software such as Microsoft (MS) Office programs (such as Word, Excel, PowerPoint and Access); using of automated supply/inventory management systems; prioritizing and completing tasks within established timeframes; interpreting and applying procedural manuals, regulations and requisition systems; applying laws, regulations and policies; communicating orally and in writing with individuals to obtain and provide technical information.
In addition to the requirements above, you will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
Knowledge of & ability to interpret policies, procedures, manuals & regulations pertaining to supply/inventory management & requisitions systems.
Ability to communicate orally and in writing with a variety of individuals.
Knowledge of automated/computerized supply/inventory management system & familiarity with MS Office Software programs.
Ability to organize work, set priorities and meet deadlines under pressure.
Ability to search out, interpret & apply regulatory guidelines to a specific problem in order to arrive at a justifiable conclusion.
PHYSICAL REQUIREMENTS: Duties regularly involve carrying light items, such as pharmacy stock and supplies for short distances. When medication/supply orders are received, lifting up to 40 pounds, bending, stooping, and stretching are required during the process of stocking shelves. Requires average agility and dexterity, with standing, walking and sitting throughout the day.

Applicants will be ranked based on four quality groups, as follows:
Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group. The best qualified group is the first to be referred to the hiring facility for further consideration and possible interview. The remaining groups may be referred based on the number of applicants available.
