Communications Analyst

Position requires the ability to obtain a government security clearance.
This position will support the Tribal Affairs organization (DKT). The incumbent is responsible for communicating and maintaining effective tribal relationships with key tribal elected leadership and staff. The Communications Analyst position is responsible for a tribal portfolio and special projects assigned by the Tribal Affairs Program manager. This assignment may also include building and maintaining relationships with key tribal organizations and associations (e.g., Affiliated Tribes of Northwest Indians, Columbia River Inter-Tribal Fish Commission, Upper Columbia United Tribes, Native American Fish and Wildlife Society, etc.).
Position Responsibilities include but not limited to:
S! erves as a primary point of contact for all issues related to ! policy and programs.
Recognizes policies and projects that may have an impact on tribal interests.
Provides input to help shape policy and has the ability to explain potential impacts to tribal leadership and staff.
Diligently seeks solutions mutually beneficial to our client and tribes.
Provides opportunities internally and externally to work with tribes and with client.
Develops and maintains relationships with tribal elected officials, executive leadership, and staff-level representatives.
Plans and participates in project assignments and provides input, as requested, to meet deliverables outlined in Key Agency Targets and individual work plans
Manages resource and time requirements of project assignments with little oversight.
Within established deadlines, documents Tribal Account Work Plan and assigned project results in established DKT reporting frameworks, including tribal visits, meetings, consultations, and other government to govern! ment interactions.
Assists tribal clients with accessing key policy and technical level decision makers.
Frequently assumes responsibility for ensuring Tribal Policy and other agency commitments to tribal clients are met.
Meets and develops a fiscal year account plan with each assigned tribe and tribal organization. Tribal Account Plans include opportunities for improving outreach and targets for engaging assigned Tribes in policy and business processes prior to agency decisions.
Documents progress, accomplishments, and revisions to each assigned tribal account plans by established quarterly deadlines.
Identifies and recommends new opportunities to improve communication and working relationships with tribal clients.
Acquires and maintains adequate knowledge of programs and tribes to meet client or agency requests for information.
Anticipates problems, determines accuracy and relevancy of information, and uses sound judgement to evaluate alternati! ves and make recommendations on policies and actions relative to tribes! and tribal interests.
Actively applies subject matter expertise, including recommendations on alternative approaches to established policies and practices within organization, toward improving relationships with tribes.
Provides information and technical assistance to clients in a timely and accurate manner, and shows sensitivity to tribal and agency needs.
Keeps clients informed and up to date on client and tribal issues.
Maintains frequent communication with assigned clients and interacts with them in an effective and positive manner.
Frequently communicates with managers, executives, and other stakeholders.
Frequently documents communication with clients to brief managers, executives, and other stakeholders in a timely and accurate manner.
Position Requirements:
Bachelor of Science in Business, Marketing, Management or a related field is highly desirable
10+ years working experience in tribal communications and tribal affa! irs is desirable
Experience working and relationship building with tribal elected leaders and tribal decision makers is preferred
Experience in working and relationship building with federal agency executives and Sr. Managers is preferred
Experience in effectively communicating with tribal elected leaders and Sr. Tribal Managers in stressful situations is preferred
Demonstrated ability to work independently and be self directed
Must be well organized with demonstrated ability to plan and successfully complete workload assignments and meet deadlines.
Demonstrated critical thinking and problem resolution skills
Demonstrated experience and skill in policy analysis and development
Demonstrated written and oral communication skills
Must have demonstrated expertise in Tribal Affairs technical and/or programmatic subject matter, to effectively participate in internal policy development.
Ability to effectively communicate with client and/or D! OE executives and Sr. Managers
Additional Requirements:!
Position requires travel (estimated up to 20%) to meetings and field locations
Requires monthly travel to assigned tribal Reservations and Portland HQ to conduct business activities
Note: This position may be eligible for situational offsite work.
