Public Works General Services is looking for a qualified and motivated professional to join our Contract Administration and Project Support team. This position will be responsible for procurem ent, public records request coordination, project close-outs, and supporting capital-funded projects.
Ideal Candidate Profile
The ideal candidate profile includes the following:
- Experience with records, archiving, and file management.
- Expertise in municipal contracting, procurement, and related regulatory requirements.
- Advanced working knowledge of the Public Records Act.
- Ability to successfully manage and meet multiple deadlines.
- Be highly detail-oriented and organized.
- Must be a proactive problem solver, with the ability to manage processes and assignments with little to no supervision.

The essential functions of this position include, but are not limited to:
- Ability to develop and implement procurement project activities from concept to completion; create processes and procedures for bids, qualifications, and proposals.
- Ability to research procurement areas for agency applicability and significant changes, create context and advise staff.
- Ability to act as consultant to staff by review ing procurement requests and specification drafts, making corrections and/or advising for revision.
- Ability to research suppliers and obtain vendor information; analyze product information.
- Ability to ensure procurement program compliance; develop and implement policies and procedures.
- Ability to coordinate and collaborate across a diverse cross section of programs and departments.
- Ability to coordinate public records request for the Public Works Department.
- Ability to coordinate and maintain records for project close-out including development and administration of program standards within legal requirements.
- Punctual, regular and reliable attendance is essential for successful job performance.
- Proactive problem solver and ability to manage processes and assignments with minimal need for prompting or supervision.
- Advanced proficiency in Microsoft Word, Excel, and Outlook.
Knowledge, Skills and Abilities:
- Knowledge of and ability to use automated records management systems.
- Ability to read, understand, interpret, and apply information in work-related documents, including Washington State statutes related to this position as well as written directions, policies, and procedures.
- Proficiency using standard computer applications such as Word processing, Excel and Outlook email.
- Experience in negotiating, interpreting, implementing, and administering contracts and related agreements.
- Working knowledge of procurement, project management, and contract negotiation principles and practices, as well as public contract law and public sector liability issues.
- Excellent working knowledge of acquisition requirements, regulations, guidance and publications.
- Skill in analyzing and interpreting business periodicals, professional journals , technical procedures, or governmental regulations.
- Highly motivated, dependable, and friendly, while maintaining a positive attitude and contributing to a healthy team environment.
- Excellent customer service and communication skills, as well as demonstrated ability to present information to diverse groups and individuals.
- Ability to proofread and detect errors in documents such as reports and contract documents, etc.
- Attention to detail and accuracy when performing routine tasks.
- Organizational and time management skills.
- Ability to exercise independent judgment and seek guidance from supervisor when unsure.
- Ability to work effectively with peers, supervisor, and staff.
- Two years' experience in municipal contracting, procurement, and public records is required.
- Bachelor degree in Acquisition and Contract Management, Records Management, Social Science, Legal Studie s/Paralegal, Business Administration or closely related program is desired.
- Additional related experience may be substituted for the degree on a year for year basis.
- Must possess a valid Washington State Driver's License.
Contacts:
- Frequent and successful contact/interaction with others in a variety of roles and representing various levels of authority both inside and outside the organization is critical to job and program success.
- Contacts will include representatives of the business community, civic and community groups, schools, local government, state agencies, media and the general public.
- Contact will be for the purpose of communicating program goals and gaining support for identified goals.
- Diplomacy, professionalism, enthusiasm and strong communication and interpersonal skills are required to gain cooperatio n and motivate others.
Supervision:
- May supervise assigned clerical, programming, and operations staff or volunteers including completing performance evaluations.
- The Procurement and Records Specialist is accountable for the quality and effectiveness of assigned programs and events.
- The Procurement and Records Specialist works in an office a majority of the time.
- Mobility sufficient for attendance at various meetings or to promote program activities is required.
- Field work may be necessary, depending on program assignment, requiring bending, stooping, climbing, walking over rough terrain, and exposure to weather conditions.
- Physical ability to carry or otherwise transport heavy boxes, displays, exhibit furnishings, etc. may be necessary.
- There is occasional stress related to meeting project and event time lines.
