World Vision seeks an Early Childhood Development (ECD) Specialist to provide technical leadership to strengthen our global ECD program portfolio and en! hance program quality on behalf of children in the early years of life. The specialist will play a lead role in promoting early child hood development programming quality and organizational learning. S/he will be part of the WVI Education and Life Skills Team and support ECD programming with an emphasis on early learning outcomes and the integration of the spiritual nurture, health and protection strategies for comprehensive and coordinated development approaches. S/he will lead in the construction of a strengthened knowledge base in ECD programming, design an ECD learning agenda and directly support to Regions in development of best practices in ECD.

KEY RESPONSIBILITIES

Provides regular technical leadership on ECD across World Vision Partnership.

WV National Offices are designing and implementing quality ECD programs and projects. National Offices make use of a matrix of best practice options and make informed choices on integrated early childho! od development (ECD) programs.

Development of evidenc! e based ECD frameworks, project models, technical guidance and development of program design(s) in partnership with select WV experts in education, health and protection.

A repository of program tools that are widely disseminated among WV offices and understood by WV sector specialists. Programmes and Project Models integrate best practice with health and child rights and protection and promote social/emotional outcomes, learning outcomes, and school readiness.

Promote and foster new external relations around ECD in support of improved models, program guidelines and learning.

WV has new project models for ECD that reflect global excellence in ECD, and are products of partnerships with universities, NGOs, governments and private sector.

Represent WV in ECD inter-agency venues and contribute regularly to academic-practioner discussions on ECD.

WV regularly shares its experiences and gathers best practices in inter-agency venues and! connects and contributes to the international dialogue around ECD.

Designs an ECD learning/research agenda focused in select countries on project models, refinement of assessment, monitoring and evaluation tools in partnership with academic institutions.

Refining global best practices on integrated early childhood development (ECD) to fit WV contexts which results in application of industry standards. WV findings contribute to the shared global understanding of early childhood development best practices. Inter and intra agency working groups are established (CoP) to contribute to and help disseminate best practices and learning across the Partnership and externally.

KNOWLEDGE, SKILLS & ABILITIES

Required
Masters or Doctoral degree in early childhood development, education, developmental psychology or social work preferred.
5-7 years of experience in early childhood development programming with a minimum of 3 years of internationa! l field experience.
Ability to travel internationally 25-30% of tim! e.

Preferred
Demonstrated knowledge of and experience with operational research and program evaluation methodologies including quantitative and qualitative methods.
Fluency in English required second language ability preferred.
Excellent presentation public speaking and interpersonal skills.
Demonstrated representation and networking experience with multilateral agencies foundations and other institutions focused on ECD programming.
